A Kardashev Scale for Democracy

This essay considers democracy not as one finished form, but as something that can develop through institutions able to coordinate more information. It examines how the predictive capacity of markets might be combined with the value judgments that politics must make.

The article moves from choosing political parties as policy packages, through Futarchy's separation of value judgments from factual forecasts, to a Type IV system coordinating signals from citizens, experts, AI, and markets on an open foundation. It is not a universal answer for choosing policy, but a proposal for information infrastructure that can update separately what society wants and what is likely to happen.
